Cadasta and Lantmäteriet, the Swedish National Mapping Agency, are proudly partnering with the National Directorate for Land and Territorial Development (Direção Nacional de Terras e Desenvolvimento Territorial), Cenacarta, ADE, and other relevant organizations to conduct a comprehensive study of the land sector in Mozambique, funded by Sida (the Swedish International Development Cooperation Agency). This initiative represents an important step toward strengthening land governance systems, supporting institutional capacity, and shaping future investments in Mozambique’s land administration.
The study will analyze Mozambique’s land governance structures, policies, and operational practices, identifying both challenges and opportunities for improvement. By combining Cadasta’s expertise in configurable, digital land documentation with Lantmäteriet’s deep experience in cadastral modernization, the collaboration aims to deliver data-driven insights to inform policy dialogue and guide the design of future technical assistance programs in the land sector. Such initiatives are needed to support the economic development of Mozambique.
This initiative is anchored around an inclusive, evidence-based approach. The project involves multiple field missions across Mozambique, knowledge exchange visits to Sweden and Tanzania, and extensive stakeholder consultations with government agencies, donors, civil society, and the private sector. Acting as a bridge between Swedish and Mozambican institutions, Cadasta will help ensure that the study reflects Mozambican realities while aligning with international best practices in land administration and geospatial data management.
This collaboration comes at a pivotal moment for Mozambique. The Government of Mozambique has embarked on an ambitious land reform agenda, including revisions to the land law, amendments to the Land Spatial Planning Policy Law and Regulations, and support for the modernization of its national cadastre and the digitization of land information systems. These reforms aim to strengthen tenure security, enhance transparency, and ensure that land management processes are responsive to societal needs. Cadasta’s work aligns closely with these priorities, supporting the government’s vision of a more inclusive and resilient land sector.
Cadasta and Lantmäteriet, have been collaborating since 2019, first partnering on a similar assessment for Botswana’s Ministry of Land Management, Water and Sanitation Services, which reviewed the land administration capacity and systems. Together, we have conducted training programs on digital GIS tools in Kenya and Rwanda and partnered with the Liberia Land Authority to develop the Community Land Intervention and Monitoring Tool, improving the Authority’s ability to manage and monitor bottom-up land interventions and supporting donor coordination and transparency.
The Mozambique study builds on this regional experience, advancing a shared commitment to equitable, transparent, and sustainable land administration. Cadasta is dedicated to fostering collaboration, innovation, and evidence-based decision-making in Mozambique’s land sector. Together with Lantmäteriet and key stakeholders in Mozambique, we aim to generate the data and momentum needed to support lasting land reform, improve governance practices, and drive inclusive development.
