Supporting Communities Through Geospatial Innovation: A Q&A with Program Specialist Esaie Dufitimana

Cadasta is excited to welcome Esaie Dufitimana as our new Program Specialist for Rwanda. With a robust background in geospatial data science, land administration, and technology innovation, Esaie brings over seven years of experience in GIS development, remote sensing, and machine learning to our team. His expertise and passion for leveraging technology to address land tenure challenges are invaluable to Cadasta’s mission of improving land and resource rights for communities worldwide. Below, Esaie shares his insights, goals, and experiences in a Q&A: 

1. What inspired you to join Cadasta, and how does your background in geospatial data science and land administration align with your role as a Program Specialist for Rwanda?

I was inspired to join Cadasta because of its mission to improve land and resource rights for vulnerable communities using geospatial technology. My background in geospatial technology and land administration uniquely positions me to support this mission. Over the years, I’ve worked on projects involving GIS and remote sensing to enhance land management practices. These skills directly align with my role, where I aim to leverage technology to address land tenure challenges in Rwanda.

2. Can you share how your work at Cadasta will enhance land administration services to support community resilience in Rwanda?

At Cadasta, I aim to improve data collection, analysis, and updating processes to create efficient, inclusive, and transparent land administration services. By supporting the National Land Authority and communities to document land rights, especially on boundary error correction and updating missing ownership information, we will empower them with data to resolve land disputes, make informed decisions, and promote equitable access to resources. This directly enhances community resilience by providing secure land tenure and fostering sustainable development.

3. With your expertise in GIS, remote sensing, and machine learning, how do you see technology transforming land tenure security and community resilience?

Technology has the potential to revolutionize land tenure security by making land data more accessible, accurate, and actionable. GIS and remote sensing enable detailed mapping of land use, and land parcel boundaries and associated relationships, while machine learning can predict land-related conflicts and assess land suitability for agricultural or conservation purposes. These tools not only ensure secure land tenure but also support community planning and disaster resilience by providing real-time data and predictive insights.

4. You’ve worked as a Technology Fellow with the Global Forest Watch program of the World Resources Institute and as a machine learning consultant, among others. What’s a project from your past that you’re particularly proud of and why?

One project I’m especially proud of is developing a forest monitoring application for the Nile-Congo ridge area in Rwanda as part of my fellowship with the World Resources Institute under the Global Forest Watch program. This project combined Earth Observation data and GIS to track deforestation and identify areas for conservation. It demonstrated how technology can bridge the gap between environmental sustainability and community needs, making a tangible impact on both.

5. What excites you most about being part of Cadasta, and what impact do you hope to achieve in your role over the coming years?

What excites me most is the opportunity to use cutting-edge geospatial technology to create lasting social impact. Over the coming years, I hope to be part of the team that strengthens Cadasta’s presence in Rwanda and the region by enhancing land documentation processes, empowering communities with data, and supporting policies that promote resilience and sustainability through enhanced land tenure security.
